Name of the organization: Kelmė District Child and Family Welfare Centre of (Kelmės rajono vaiko ir šeimos gerovės centras).

Brief description of the institution and the services provided: the year 1995 is considered as a beginning of the institution activities. At that time, a care group for children left without parental care was established at Vijurkai basic school.
On 29 March, 2006, Vijurkai Children Care Home was established.
On 1 January, 2016 the institution started to provide social services: help to guardians (caregivers), guardians on-call, adoptive parents and members of families or those who are preparing to become them.
On 21 December, 2017 the name of the institution was changed to the name of the Kelmė District Child and Family Welfare Centre.
On 31 October, 2018 the Community Children Care Home "Šypsena" was established. Short-term (long-term) social care services for children are provided.
On 1 October, 2019, the Crisis Department was established. Provided social care services: intensive help in overcoming crises.
During the 2nd quarter of the year 2024, provided social care service: assistance service for young people was launched.

The number of care centre service recipients: guardians (caregivers), on-call guardians - 47 persons, fostered (cared for), supervised children - 69 persons. By applying the EQUASS quality system, it is planned to improve the social service provided by the care centre - help the guardians (caregivers), on-call and permanent guardians, adoptive parents and members of families or who are preparing to become them.
Specialists of the care centre providing social services (care coordinators, persons certified by the Service, psychologist) ensure that all fostered (looked after), adopted children, guardians (carers), family members, on-call and permanent guardians and persons intending to become them have access to and the necessary consulting, psychosocial, legal and other assistance is provided for the proper education and upbringing the child in a close family environment.

Misija: teikti socialines paslaugas asmenims, kuriems būtina pagalba, užtikrinant jų poreikių tenkinimą ir pagalbą sprendžiant problemas.
Trumpas įstaigos ir teikiamų paslaugų aprašymas: įstaigos veiklos pradžia - 1995 m. rugsėjo 4 d. tuometinėje Vijurkų pagrindinėje mokykloje buvo įsteigta globos grupė be tėvų globos likusiems vaikams.
2006-03-29 įsteigti Vijurkų vaikų globos namai.
2016-01-01 įstaigoje pradėta teikti socialinė paslauga – pagalba globėjams (rūpintojams), budintiems globotojams, įtėviams ir šeimynų dalyviams ar besirengiantiems jais tapti.
2017-12-21 įstaigos pavadinimas pakeistas į Kelmės rajono vaiko ir šeimos gerovės centro pavadinimą.
2018-10-31 atidaryti Bendruomeniniai vaikų globos namai ,,Šypsena“. Teikiamos trumpalaikės (ilgalaikės) socialinės globos paslaugos vaikams.
2019-10-01 įsteigtas Krizių skyrius. Teikiama socialinės priežiūros paslauga - intensyvi krizių įveikimo pagalba.
2024 m. II ketvirtyje pradėta teikti socialinės priežiūros paslauga - Palydėjimo paslauga jaunuoliams.
EQUASS diegimo sritis: Globos centras.
Paslaugų gavėjų skaičius: Globėjų (rūpintojų), budinčių globotojų - 47 asmenys, globojamų (rūpinamų), prižiūrimi vaikų - 69 asmenys. Taikant EQUASS kokybės sistemą, planuojama gerinti globos centro teikiamą socialinę paslaugą – pagalba globėjams (rūpintojams), budintiems ir nuolatiniams globotojams, įtėviams ir šeimynų dalyviams ar besirengiantiems jais tapti. Socialinę paslaugą teikiantys globos centro specialistai (globos koordinatoriai, Tarnybos atestuoti asmenys, psichologas) užtikrina, kad visiems globojamiems (rūpinamiems), prižiūrimiems, įvaikintiems vaikams, globėjams (rūpintojams), šeimynų dalyviams, budintiems ir nuolatiniams globotojams bei ketinantiems jais tapti asmenims, būtų prieinama ir suteikiama reikalinga konsultacinė, psichosocialinė, teisinė ir kita pagalba siekiant tinkamo vaiko ugdymo ir auklėjimo šeimai artimoje aplinkoje.
