Vilnius city Social Assistance Centre (hereinafter – Social assistance centre) established by the decision of Vilnius City Council in 1991 November 20 as a budgetary Institution (Social Care Center at Vilnius City Board). At that time, the Social Assistance Center collected and analyzed information on social protection, guardianship and care needs in the city and on its basis prepared annual and long-term programs of social assistance, carried out the functions of guardianship for people who need guardianship because of their health, care functions and home care issues for lonely people, providing material assistance to the poor, in case of accidents.
Social assistance centre together with the Culture Department of the City Board, have solved issues of recreation and leisure organization of pensioners and people with disabilities, distributed material support received through charity, maintained contacts with public charities. Social Support Center in 1992 January had 103.5 employees (posts). The structure of the Social Support Center consisted of the Guardianship and Care Devision, the Social Support Division, population employment group and 20 subdivisions of elderships.
In 1995 Social Assistance Center was renamed (Social Guardianship, Care and Benefit Center) and carried out the following activities: analyzed the needs of social guardianship, care and support of the population, defended the labor rights of disabled people, made recommendations to Vilnius Labor Exchange on employment of Vilnius city residents, organized public work, accommodated those who returned from prison, provided the Board with suggestions about orphans’ accommodation, accounting for socially disadvantaged people. In 1999 The Social Assistance Center has been renamed (The Social Assistance Center) and has the functions of administration of social services: accommodation for people in social institutions, social projects, home help services. At the institution in 2001 there were 255.5 employees (posts).
Since 2001 December 20 The Social Support Center is a budget institution of Vilnius City Municipality, which is assigned to the regulatory area of the Department of Health and Social Security.
According to Januarys’ data in 2018, 408.5 positions were approved at the Social assistance center. The number of employees and the range of services provided have increased. The structure of the Social Assistance Center consists of: administration, Finance Division, General Affairs Division, Social Work Division, Social Services at Home devision, Family Support Unit, House of Independent Living “Savi namai” and Day Care Centers: 2 Children‘s Day Care Centers “Labirintai”, “Bičiulis” , 2 seniors' day care centers "Atgaiva", "Diemedis" and the day center "Versmė" for people with mental disabilities.

Social Assistance Centre mission is to provide social support to Vilnius residents who are not able to take care of their personal (family) life independently and who need support for satisfying their basic needs and solving social problems. Social Assistance Centre provides general social services (information, consultancy, mediation and representation, catering organization, organization of transport, socio-cultural, organization of personal hygiene and care services); social care services (home care, developing and maintaining social skills, social care for social risk families, accommodation in an independent living home); organizes and provides daily social care at home; pay one-time allowances from the municipal budget according to the procedure established by the municipality; adopts documents and establishes the right to social support for pupils, organizes the provision of support for the pupil's needs; issues technical assistance measures; prepares documents on social care services; prepares documents on the adaptation of housing and the environment to the needs of the disabled; makes recommendations for the establishment of guardianship (care) and carries out control of guardianship (care), provides health care services.
Since June 2011, the Social Services At Home Division has been providing daily social care at home services for adults and elderly people with disabilities and other persons who have a need for day care. Ninety seven daily social care at home employees at the Social Services At Home Devision organize, coordinate and provide servises. Daily social care at home is organized and provided in 7 territorial units of Vilnius City, each unit has 2-3 Vilnius city elderships, located next to each other
Vilniaus miesto socialinės paramos centras (toliau – Socialinės paramos centras) įsteigtas Vilniaus miesto tarybos 1991 m. lapkričio 20 d. kaip biudžetinė įstaiga (Socialinės rūpybos centras prie Vilniaus miesto valdybos). Tuo metu Socialinės paramos centras kaupė ir analizavo informaciją apie socialinės apsaugos, globos ir rūpybos poreikius mieste ir jos pagrindu ruošė socialinės paramos metines ir ilgalaikes programas, vykdė veiksnių asmenų, kuriems reikalinga rūpyba, dėl sveikatos būklės, rūpybos funkcijas, sprendė vienišų žmonių slaugos ir aptarnavimo namuose klausimus, teikė materialinę pagalbą skurstantiems, nelaimingų atsitikimų atvejais. Socialinės paramos centras kartu su miesto Valdybos Kultūros skyriumi, seniūnijų valdybomis sprendė pensininkų ir žmonių su negalia poilsio bei laisvalaikio organizavimo klausimus, skirstė materialinę paramą, gautą labdaros būdu, palaikė ryšius su visuomeninėmis labdaros organizacijomis. Socialinės paramos centre 1992 m. sausio mėn. buvo 103,5 darbuotojų (etatų). Socialinės paramos centro struktūrą sudarė globos ir rūpybos skyrius, socialinės paramos skyrius, gyventojų užimtumo grupė ir 20 seniūnijų poskyrių. 1995 m. Socialinės paramos centras buvo pervadintas (Socialinės rūpybos, globos ir pašalpų centras) ir vykdė šias veiklas: analizavo gyventojų socialinės rūpybos, globos ir paramos poreikius, gynė žmonių su negalia darbo teises, teikė rekomendacijas Vilniaus darbo biržai dėl Vilniaus miesto gyventojų įdarbinimo, organizavo viešuosius darbus, apgyvendino grįžusius iš įkalinimo įstaigų asmenis nakvynės namuose, teikė Valdybai pasiūlymus dėl našlaičių apgyvendinimo, vykdė socialiai remtinų gyventojų apskaitą. 1999 m. Socialinės paramos centras pervadintas (Socialinės paramos centras), vykdė socialinių paslaugų administravimo funkcijas: asmenų apgyvendinimo socialinėse įstaigose, socialinių projektų, pagalbos namuose paslaugų. Įstaigoje 2001 m. buvo 255,5 darbuotojų (etatų).
Nuo 2001 m. gruodžio 20 d. Socialinės paramos centras yra Vilniaus miesto savivaldybės biudžetinė įstaiga, priskirta Sveikatos ir socialinės apsaugos departamento reguliavimo sričiai.

2018 m. sausio mėnesio duomenimis, Socialinės paramos centre patvirtintos 408,5 pareigybės. Išaugo darbuotojų skaičius, teikiamų paslaugų spektras. Socialinės paramos centro struktūrą sudaro: administracija, Finansų skyrius, Bendrųjų reikalų skyrius, Socialinio darbo skyrius, Socialinių paslaugų namuose skyrius, Pagalbos šeimai skyrius, Savarankiško gyvenimo namai “Savi namai” ir dienos centrai bendruomenėje: 2 vaikų dienos centrai “Labirintai”, “Bičiulis”, 2 senjorų dienos centrai “Atgaiva”, “Diemedis” ir dienos centras “Versmė”, psichikos negalią turintiems asmenims.
Socialinės paramos centro misija – teikti socialinę paramą Vilniaus gyventojams, kurie negali savarankiškai rūpintis savo asmeniniu (šeimos) gyvenimu ir kuriems būtina pagalba tenkinant jų būtinuosius poreikius bei sprendžiant socialines problemas. Socialinės paramos centras teikia bendrąsias socialines paslaugas (informavimo, konsultavimo, tarpininkavimo ir atstovavimo, maitinimo, transporto organizavimo, sociokultūrines, asmens higienos ir priežiūros paslaugų organizavimo); socialinės priežiūros paslaugas (pagalbos į namus, socialinių įgūdžių ugdymo ir palaikymo, socialinę priežiūrą socialinės rizikos šeimoms, apgyvendinimo savarankiško gyvenimo namuose); organizuoja ir teikia dienos socialinę globą asmens namuose; moka vienkartines pašalpas; priima dokumentus ir nustato teisę į socialinę paramą mokiniams, organizuoja paramos mokinio reikmėms įsigyti teikimą; išduoda techninės pagalbos priemones; rengia dokumentus dėl socialinės globos paslaugų skyrimo; rengia dokumentus dėl būsto ir aplinkos pritaikymo neįgaliųjų poreikiams; teikia rekomendacijas dėl globos (rūpybos) nustatymo ir vykdo globos (rūpybos) kontrolę, teikia sveikatos priežiūros paslaugas. Nuo 2011 metų birželio mėnesio Socialinių paslaugų namuose skyrius teikia dienos socialinę globą asmens namuose šioms tikslinėms grupėms: suaugusiems asmenims su negalia, senyvo amžiaus asmenims su negalia, kitiems asmenims, kuriems nustatytas dienos globos poreikis. Dienos globos paslaugas organizuoja, koordinuoja ir teikia 97 Socialinių paslaugų namuose skyriaus darbuotojai. Dienos globa organizuojama ir teikiama 7 Vilniaus miesto paslaugų organizavimo teritoriniuose padaliniuose, kurių kiekvienas apima po 2-3 Vilniaus miesto geografiškai greta esančias seniūnijas.
